Cleveland now has Josh Rosen, Joshua Dobbs, Jacoby Brissett and Joshua Dobbs as quarterbacks. Nevertheless, Brissett isn’t expected to play, and though Dobbs and Rosen looked good in the opener (combined 16-of-20 for 164 yards), neither is better than a No. The NFL has three quarterbacks.
